Scarce. The son of a Scottish plantation owner in Demerara, Mackenzie was appointed consul-general to Haiti at the end of 1825 'with particular instructions [from Canning] to obtain and to transmit to him accurate accounts regarding the population, the industry, and the produce of Hayti'.
