Report by the Woodhead Commision advising on the division of Palestine to two states: Jewish and Arab.

The Woodhead Commission (officially the Palestine Partition Commission) appointed in February 1938, was a British technical commission established to propose a partition scheme for Mandatory Palestine, including recommending the partition boundaries and examination of economic and financial aspects of the Peel Plan. The woodland Commission rejected Peel Commission's plan of 1937, mainly on the due to its requirement of a large transfer of Arab population, but considered two other plans. It preferred a modification of the partition and suggested that the entire Galilee and a corridor from Jaffa to Jerusalem would remain under British Mandate.

The commission published its conclusions on November 9, 1938, which resulted in the British Government rejecting the imminent partition of Palestine do to its insurmountable political, administrative and financial difficulties. Subsequently Britain called for a conference in London, which took place in February 1939 for all relevant parties to work out a compromise. The conference became a series of separate meetings with an Arab and a Jewish delegation, because the Arab delegation refused to sit in the same room as the Jewish delegation. Eventually no agreement was reached and the British Government intended to impose a solution. It had announced several proposals which were later published as the 1939 White Paper.
