The poster illustrates the effort of the British to install some order in Palestine at the beginning of their Mandate rule. Samuel was the first Jew to govern the historic Land of Israel in 2000 years; he officially recognised Hebrew as one of the three official languages of the land, and his appointment was warmly welcomed by the Zionist movement.
