Scarce pamphlet recounting the debates in parliament surrounding the an impending loan that would need to be taken out by the East-India Company. In the wake of the Second Anglo-Maratha War the Company's coffers were depleted and they had to take several measures to balance their budget including founding the Bank of Calcutta in 1806.
