We have solved the riddle. Big Harry is Harold Macmillan who had, at the time of the inscription just begun his second term in the office as Prime Minister. His principal campaigning pledge had been finally to withdraw from all Britain's sub-Saharan colonies, including, of course Ghana. This was not met with universal approbation even from those staunch campaigners for independence like Tutuola.
