In the book 'Graphic Works of George Cruikshank' the image describes as follows:

'The story deals two stall keepers in Covent Garden Market - Richard Stewart, a dealer in pork and poultry, and the defendant, Ephraim Ephraim, a Jewish orange merchant, whom Stewart tormented in his neighbouring stall by goading him to look at pigs' heads. Although the magistrate is sympathetic to the plaintiff's case, he does no more than request the defendant apologize for insulting the religious feelings of the plaintiff.'

The story and illustration were originally published in the 'Morning Herald'.

George Cruikshank or Cruickshank (1792-1878) was a prolific British illustrator and caricaturist, born to an artistic family (his father Isaac and brother Isaac Robert were also caricaturists). Some works are signed by both George and Isaac Robert. Many of the Cruickshanks' caricatures were racist and antisemitic.
