Dicey (1835-1922) was Vinerian Professor of English Law at the University of Oxford from 1882 until 1909. His Study of the Law of the Constitution, first published in 1885, remains the standard defence of British parliamentary sovereignty and the 'rule of law': that 'Parliament thus defined, has under the English constitution, the right to make or unmake any law whatever; and, further, that no person or body is recognised by the law of England as having a right to override or set aside the legislation of Parliament' (p.38).
