Benjamin Lacam's proposals for a navigable route through the Hooghly river by a channel to the east of Saugar Sand were intended to facilitate the construction of a 'New Harbour' just south of Calcutta. However, in a conspiracy against him, some of the depth readings and planned shipping routes in his plan were doctored and as a result the scheme was subsequently deemed impracticable by the East India Company. The initial proposal was first considered in 1783, yet Lacam was still seeking redress of the injustice over 20 years later.
