Rouse went to India as a Writer to the E.I.C. in 1764, serving as Persian interpreter, Factor and then judge in Dacca; 1784-1791 he was Secretary to the Board of Control of the EIC following the legislation of William Pitt the younger that gave more power to London. Dissertation concerning The Landed Property Of Bengal favours the Zamindar system of land tenure originating with the Mughal Court and adopted by the British as a way of gaining the support of high caste Hindu nobles
