This series of handbooks was originally drawn up in 1917 for the British Delegates who would attend the Paris Peace Conference to give them helpful information on whichever nation they would treat with. The text of the handbook was not altered to reflect the world post the end of WWI, but instead shows how the region was understood in 1917, including a list of treaties from 1689 to 1916 and a comprehensive survey of the region's economy.
