Billington went to India in 1893 as an investigative journalist and her articles form the basis for her book. Billington travelled widely in India, visiting rural areas, cities, mines, factories, etc., looking at women's welfare. Her acceptance of the poor work conditions of many women put her somewhat at odds with more reform-minded writers.
